Rethinking Proximity
What Kind of Ukraine Policy Does Russia Need?

Dmitrij Trenin

Abstract

Ukraine is considered by many in Russia a country of central importance. It is said to be Russia’s heartland, to hold the greatest strategic relevance, and to possess great resources. These premises are false. They are myths. Russia therefore needs a different Ukraine policy. The country’s independence must be recognized once and for all. It is in Russia’s interest to overcome the current enmity and establish productive, good neighbourly relations.
