The European Union’s Danube Strategy
A Macro-regional Approach in EU Multilevel Policy

Abstract
The Strategy for the Danube Region adopted in 2011 is the European Union’s second macro-regional strategy after the Baltic Sea Strategy. It is supposed to facilitate transnational policymaking between Danube states and societies in fields such as the transport industry, economic development, environmental protection, and cultural cooperation. However, the EU has provided little in the way of financial resources and has created no new institutions. Even if regional cooperation has yet to improve, the regional actors nonetheless have adjusted to the strategy. Better coordination and greater cooperation are to be expected.
