Russia’s Involvement in Development Policy

Abstract

After the collapse of the Soviet Union, Russia withdrew from development policy. The economic recovery of recent years now makes it possible for Moscow to return to selected regions of the world. Russia’s development policy oscillates between two poles: on the one hand, it is sober interest politics; on the other, it is based on universal standards, because Moscow wants to be a centre in a multilateral international order. So far, Russia’s development policy has been to a large extent multilateral. For targeted bilateral development cooperation, infrastructure and social support are lacking.
