Abstract
The Leningrad area was under German military administration for two and half years. In accordance with the aims of Operation Barbarossa, ideological opponents were also killed here, the land and the people exploited. There can hardly be any talk of a general policy of extermination in this region. But the Wehrmacht was responsible for an occupation policy that was in violation of international law.
