Abstract
The European Union was issuing optimism as its motto. The parliamentary election in Belarus in September 2008 was to bring movement to the deadlocked relations between the EU and the Eastern Slavic state. But international observers declared the elections neither free, nor fair, and not a single candidate of the opposition made it into parliament. This shows that Minsk is only simulating rapprochement with the EU.
