Abstract
Russia’s economy has large growth potential. But there is little investment. The number of start-ups is low. Sanctions against Russia are not the cause, nor is the fall in the price of oil. Insufficient protection of property rights is responsible for the unfavourable investment climate. For about 15 years, corporate raiding by criminal groups and corrupt government institutions has presented a significant risk for entrepreneurs and investors. The Kremlin takes only half-hearted steps against.
